Position Overview:
This position is responsible for all aspects of emergency preparedness and management at all on-campus and off-campus facilities, owned or leased by the University of Idaho across the state of Idaho. This position coordinates with individuals at all institution levels to develop and initiate campus-wide emergency incident mitigation, preparedness, response, and recovery programs to meet regulatory guidelines, protect the Universitys assets, prepare the university to deal with unforeseen disruptions to operations and lead recovery and normalization activities.
Duties may include:
- Responsible for developing and implementing the university Emergency Operations Plans (EOP) and hazard-specific plans in compliance with industry best practices and utilizing the Incident Command System (ICS)
- Responsible for the process of developing Incident Action Plans for pre-planned events as determined by the Events Risk Assessment team
- Manage documentation, resources, and emergency management systems
- Manage Emergency Operations Center (EOC)/Command Post and coordinate response efforts
- Operate Vandal Alert system for emergency notifications and closures
- Serve on local emergency management boards and coordinate with state and county emergency managers
- Other duties as assigned
Required Experience:
Four years of experience in public safety, security, or emergency management which includes:
- Leading and managing public safety, security, or emergency management operations
- Knowledge of the National Incident Management System and other local, state and federal laws related to security and emergency management
- Serving as liaison to internal and external stakeholders including law enforcement and/or emergency response organizations
- Developing, implementing, and evaluating safety and security programming
- Providing services in a complex, decentralized organization
- Interacting with local, state and federal representatives of government, volunteer organizations, public officials and business and community organizations
- Ability to conduct After-Action Reviews and prepare After-Action Reports identifying issues, observations, lessons learned and recommended corrective actions
Required Education:
- Bachelors Degree in Public Safety, Security, Emergency Management, Public Administration or Criminology; four additional years of experience (for a total of eight years) may substitute for a Bachelors Degree
Required Other:
- Possess ICS 100, ICS 200, ICS 300, ICS 400, IS 700, IS 706 and IS 800 certifications or be able to acquire within six months of hire
- Possess a valid drivers license and be able to meet policy requirements for driving university-owned vehicles
- This is an essential position that may be called upon in the event of an emergency and/or university closure
Additional Preferred:
- Additional experience in industrial safety or hazardous materials response and mitigation
- Emergency Operation Center experience during large complex incidents
- FEMA Threat Hazard Identification and Risk Assess and Stakeholder Preparedness Review
- FEMA Homeland Security Exercise and Evaluation Program (HSEEP) or position specific ICS training
- Familiarity with operating and maintaining emergency communications equipment, EOC equipment, supplies, and technology
- Masters Degree in public safety, security, emergency management, public administration, criminology or closely related discipline
- Certified Emergency Manager (CEM) credential or certified business continuity practitioner
- Demonstrated collaborative and interpersonal skills, ability to make decisions, identify threats and analyze data
- Demonstrated written and verbal communication skills
