Job Summary:
Under a broad oversight from this position's direct report this person shall provide a variety of maintenance, installation, and project management oversight services to ensure the full and complete operational integrity and smooth functioning of the University's chillers, boilers, heating, ventilation and air conditioning (HVAC) systems, as well as the whole of the University electrical systems and all connected life safety systems including but not limited to the uninterrupted power supplies (UPS), emergency egress lighting, and fire alarm and suppression systems. This position shall make all necessary changes, additions, and enhancements to these existing systems to satisfy and support the proper functioning of each constituent piece of equipment or device, while maintaining the use of sustainable practices, cost effectiveness, maximization of the conservation of energy and other resources, compliance with regulatory agencies' requirements, industry best practices and the University's prioritization of needs and growth. Towards this end this position shall oversee and manage vendors, engineers, designers, contractors and up to ten (10) F T E in the maintenance and/or replacement of all HVAC plumbing and electrical infrastructure to include automated lighting and direct digital control systems and the whole of their constituent parts. As a superintendent, tracks and assures all emergency and routine work is scheduled and completed with effectiveness and efficiency and reported as such in a timely manner. Provides consistent critical informational reports on all systems under this positions purview so that the future projected system maintenance, replacements, and additions can be planned with accuracy and timeliness. Has complete oversight control to ensure proper function of any and all campus HVAC, Electrical systems, annual performance maintenance contracts and the required constant monitoring of these systems and contracts to that end. This position works independently for the most part but will work directly at times with the Director of Operations on department budgeting, project management, human resource management, recommendations for maintenance projects, and procedures, as well as improvements and upgrades associated with HVAC, plumbing systems and the campus electrical infrastructure. At times this position will be assigned the oversight of capital maintenance and upgrades of utility systems. As such Performs as a project manager to assure improvements and upgrades are completed in a professional and competent manner. This person will assume the responsibility of the Director of Operations in his absence.

Major Duties and Responsibilities:

Essential:
  • 25% As a working superintendent, this position regularly manages and coordinates up to ten (10) personnel who are engaged in the maintenance and care of the mechanical, plumbing, fire alarm and suppression and/or all other activities necessary in the HVAC or electrical maintenance field. This person will provide oversight for two people who are acting work-leaders and/or supervisors.
  • Oversees, performs, and ensures proper completion of routine and non-routine maintenance, repairs and installation of University life systems, and HVAC systems to include, but not limited to, boilers, chillers, pumps, fans, piping distribution systems, direct digital monitoring and diagnostics power and lighting systems; which include, but are not limited to, main and sub main distribution panels, feeders and conductors, branch circuits and all end usage devices including outlets, switches, lighting fixtures, motion sensors, photo eyes, and lamps both exterior and interior. Oversees and performs routine and non-routine maintenance, repairs and installation of University life safety and security systems which include: electronic fire and smoke detection and suppression systems, monitoring and signaling devices, fire department interfaces, lighting control panels including dimming panels, and Crestron & N - light control systems as well as all emergency lighting systems including invertor systems and the like. Manages up to six (6) personnel who have certified journeyman level status. Duties include compiling and maintaining required/pertinent information regarding employee records, other employee documentation for such things as safety trainings, certifications, corrective actions and time sheet approvals as well as accurate records indicating up to date records of energy usage past and present, to be used for the annual submission of the City and County benchmarking data and lastly to be used to track HVAC and electrical systems' status in order to effectively plan service or planned maintenance for equipment under this position's purview .
  • 25% Plans and performs routine and non-routine maintenance, repairs and installation in all the heating/ boiler and chiller plant environments on campus, as well as rooftop/package and other air supply units. Work involves maintaining air/steam/hot water heating units. Must be able to effectively perform and /or provide oversight for manual, electronic, as well as digital diagnostics on all systems. Schedules and performs preventative maintenance procedures to include infrared scanning on all electro-mechanical systems, and components including transformers, switch gear, motors, motor control centers, sub-panels, branch-circuits, disconnects, lighting and dimming panels, sound systems such as the bell and carillon systems and other life safety notification devices. Ensures the accomplishment of annual backflow prevention testing per regulatory regulations and ensures all required documentation is up to date. Troubleshoots, repairs, and coordinates the preventative maintenance of all campus air-handling equipment. Tracks and ensures completion of preventative maintenance on all other HVAC systems whether that be through contract or in - house staff. Provides equipment audit and life cycle information for the consideration of replacement to the Director and/or to the appropriate project management for project support. Has ultimate oversight management for the upkeep and the integrity of the building's automated systems (BAS) its constituent parts including critical informational backup and backup systems such as generators for electrical (UPS) and HVAC systems supporting the Network Operations Center (NOC) and other critical campus areas. Acts as a liaison between ITS and Physical Plant to ensure constant continuity of proper BAS, electrical and HVAC performance in support of information technology (IT) and in turn proper IT support of the technology needs of Physical Plant's building systems. Responsibilities include ensuring that the utility systems which are of critical importance to the 24/7 support and functioning of the University such as the NOC, its fiber back bone, and the phone switch room including the diesel-powered uninterrupted power supply (UPS) are maintained and functioning properly at all times. This system is an emergency backup to support the Emergency Management System.
  • 30% Provides project management and project design support and ensures contractor accountability for newsy stems' installations for all electrical, plumbing, mechanical and HVAC installations and for multiple and simultaneous electrical and HVAC and utility maintenance and improvement projects in excess of $1.5M from start to end. This includes design phase, bid phase, contracting and monitoring throughout construction, and project close out. Has oversight management of electrical and HVAC related performance management and preventative maintenance contracts as well as oversees contractors and affects repairs and modifications and improvements to the DDC control components and system, as well as major electrical utility and HVAC infrastructure maintenance, repairs, replacement and/or additions.
  • Creates and maintains the necessary contracts and monitoring to assure contractors' proper performance in maintaining the systems properly. Will maintain up-to-date records of past and present testing, inspection, required training and certifications to assure systems are performing properly. Performs all necessary documentation, log and record keeping inventory and work order completion. Provides construction management projects on an annual basis.
  • 10% Ensure compliance within the purview of HVAC and electrical systems for the pertinent Federal, State and local regulatory agencies which include NFPA, NEC, local fire authority, OSHA and the EPA. Ensures staff and contractor's compliance with local jurisdictional laws, rules, regulations by utilizing up to date industry standards and best practices. This includes scheduling, and managing yearly and semi - annual testing of all fire alarm and suppression systems to include kitchen hood suppression systems and ensuring that noted deficiencies and FACP programming errors are corrected in a timely manner. Complies with University and departmental safety rules and training activities. Assures electrical staff also complies and participates in all training activities. Operate and utilize tools, equipment and vehicles in a safe and workman-like manner .
  • 5% Maintains supervisor abatement certification, assists in the supervision, and performs asbestos abatement as needed in accordance with governing laws, and within required safety parameters assists with asbestos abatement program in conjunction with the Environmental Health and Safety Officer.
  • 5% Performs critical and immediate emergency and call-back work to including mandatory overtime in order to abate facilities maintenance problems through Regis communication systems, i.e., cell phone, switchboard, radio, and/or through the use of an emergency pagers. Assigns work to technicians to assure work is complete. Completes and submits purchase requisitions, and purchase orders to the Director in accordance with established Physical Plant guidelines. Ensures that proper electrical and mechanical safety procedures are utilized at all times by employees and contractors alike including but not limited to utilization of proper arc flash preventive measures, hot work procedures, and all training for electrical employees are up to date and current. Assists in performing snow removal activities as needed and assigned. Performs related duties as necessary to support the Regis mission as assigned.

POSITION SUMMARY: Duties performed on a daily basis:
  • Monitor and adjust as needed all building ties into lighting and direct digital control systems.
  • Performing all corrections and adjustments to match building requirements and building space schedules.
  • Has full authority in implementing the proper HVAC, plumbing and electrical system modifications with in-house staff.
  • Project manages, coordinates, and inspects renovations and modifications installed by vendors and/or contractors to insure compliance with specifications to minimize operational problems in the future.
  • Develops proposals and implements them to provide improvements to and/or energy savings in conjunction with existing systems. Proposals might include engineering considerations, cost benefit scenarios, and return on investment analyses, specifications, cost estimates and completion schedules related to HVAC and BAS controls work.
  • Assists in making studies preparing reports and providing justifications showing where improvements are required in the electrical, HVAC and control systems campus-wide.
  • Performs data collection, on testing, inspections, balancing and adjustments required for risk mitigation regarding electrical and life safety systems and energy performance and energy analysis considerations of buildings related to efficiency including air and water flow, and utility use.
  • Assists in promoting the participation of faculty, students and staff relative to energy conservation and electrical safety.
  • Inspects and assists in the cleaning, calibrating, tightening, lubricating, repairing and replacing of all constituent parts including main and sub main electrical distribution panels and disconnects, BAS controls and other devices related to HVAC and electrical systems.
  • Assists and cooperates with other members of Physical Plant staff as need arises. Perform other duties as assigned by Director of Physical Plant or his delegate.


TYPICAL JOB DUTIES AND RESPONSIBILITIES:
  • Knowledge of the installation, code compliance and proper functioning of all HVAC and electrical systems
  • Responsible for the proper maintenance, repair and renovation of all Physical Plant assets in his/her area of responsibility. Prepares cost estimates, plans, projects, and inspects for asset deterioration.
  • Performs any proper and required duty in an emergency as determined by personal observation and or at his/her direct report's request.
  • Performs all routine system maintenance, security, and backup procedures as dictated by accepted computer system management practices.
  • Maintains the department's networks and computer systems in a reliable and up-to-date manner, including routine modifications and upgrading.
  • Act as a liaison between the Network Operation Center staff (ITS) and the Physical Plant's needs for its computer operations.

High Level. Often works independently. Routinely makes environmental and system related decisions that can have a direct and immediate impact on the immediate risk to building occupants, the performance or lack thereof of life safety systems and environmental conditions that can directly impact the level of long-term University risk and liability. This position's expertise plays a valuable role of oversight for new construction and improvement to the Regis electrical, plumbing and HVAC facilities. Daily makes decisions that require a high degree of problem solving, fact finding, and incorporation of forward thinking related to system growth planning, operations and programming. This positions expertise and input are valuable part of an on - going capital deferred maintenance program planning process, as well as for new construction and improvements to Regis University campus and buildings' projects. This position must make project related and planned maintenance decisions that impact risk and liability, project schedules, efficiencies, and cost models for electrical, plumbing and HVAC upgrades.

Must be able to analytically and objectively analyze data and facts, in order to coordinate and assign work and assure

safety to technicians, property and the safety and comfort to building occupants while maintaining resource

maximization and conservation.

SCOPE OF AUTHORITY: Financial, program, specific activity (amount of freedom to establish methods to complete assignments.)

Directly responsible for the day to day activities, efficient and responsible use of, and safety of ten (10) technicians and the environmental safety and comforts of all who use the University's interior spaces and the day to day planning of resource use to ensure the continuity of usability of those spaces. Makes budget requests, orders to maintain proper stock, works independently to protect Regis staff, faculty and students from environmental and safety hazards, directs subcontractors and employees in safely carrying out their duties in boiler and mechanical rooms. Will have authority to adjust systems with complete autonomy. Will have full autonomy to run and direct day to day project activities.

COMMUNICATION: (Interpersonal level of communication, e.g., factual, interpretative, motivational.)

Ability to converse with a wide range of people, i.e., Physical Plant staff, supervisors, contractors, sales representatives, customers, both faculty and staff, who may at times be unsatisfied with environmental conditions, plumbing, mechanical and other trade inspectors, insurance inspectors, health and safety authorities. Must have good written and oral communication skills and ability to organize data in order to communicate justifications effectively to senior management for system upgrades and other needs. Must have competency on computer communication systems, and must possess advanced capability in utilizing existing EMS/ BAS platforms.

Unsuccessful completion of responsibilities will have serious negative effect on risk and liability, life safety and creature comforts. Unsuccessful completion of assignments can likely have serious negative effect on the usability of whole buildings and individual classrooms and the functionality of life safety systems. Must be flexible in a manner to handle emergency and unforeseen breakdowns while working on scheduled tasks. Poor decisions or continuing to allow inefficiencies to go uncorrected can increase energy usage and cause expensive repair or replacement costs having extensive impact on the Physical Plant utility budgets and the overall cost of energy paid each year by the University.

MINIMAL REQUIREMENTS: (Necessary for essential duties.)

EDUCATION:
  • High School graduate or GED equivalent required.
  • State of Colorado, or City of Denver, Master HVAC/Refrigeration Certification and/or Stationary Engineer License preferred but equivalent experience will suffice for licenses.


Experience: (Specific, observable and linked to essential duties.)
  • Ten (10) years' experience in the field of HVAC and/or electrical maintenance or construction and a combined 5 years of experience managing 10 or more people simultaneously is required.
  • A master level of experience and understanding in the operations of HVAC/refrigeration and an in - depth familiarization of electrical trades needed to solve problems and properly manage the systems that include the entire purview of building HVAC, plumbing, mechanical and electrical operations maintenance and construction.


Skills: (Psychomotor activities needed to perform tasks.)

High level of trade and maintenance expertise combined with a high level of organizational and planning expertise needed. Must safely use and teach others the safe use of power and hand tools, as well as the standard procedures for safely working with electrical, plumbing and heating and mechanical systems, boiler treatment chemicals, and the how to of working safely with other hazards common to the trades. Ability to gather information, troubleshoot, deduce, and resolve systemic problems rapidly under pressure. and ability to manipulate computer programs and understand their use and operations.

Knowledge: (Body of and level of information necessary to perform a duty.)

Knowledge as needed to the level of Master HVAC/Refrigeration/Boiler/Chiller BAS and EMS Technician. Need asbestos knowledge and troubleshooting. A variety of water test equipment for boilers and cooling systems. Must be able to read and understand blueprints, ladder diagrams and wiring schematics. Must be able to understand basic construction contract law and formulations.

Principles and practices of management and supervision. Understand and apply University policies, and procedures. Have knowledge of how to perform routine maintenance, project, and construction work of all electro-mechanical trades such as plumbing, heating, welding, pipefitting, boiler and chiller operation sheet-metal, BAS controls and ventilation. Provide support to other tradesmen in their daily efforts when called upon.
