Under general direction of the Superintendent, the Operations & Maintenance Supervisor (O&M Supervisor) coordinates and supervises a field crew performing skilled and complex tasks related to preventive maintenance and repair of pump stations and equipment, and performs related work as required.

Essential Duties and Responsibilities:

  • At a supervisor level, plan, prioritize, assign, direct and review pump station maintenance work related to mechanical, electrical and instrumentation activities.
  • Supervise the installation, preventive maintenance, and repair/replacement of District-managed or maintained mechanical, electrical and instrumentation equipment and related facilities.
  • Provide staff training and development as needed. Stipulate safe work practices and mandate adherence to all RVSD safety policies and procedures.
  • Instruct employees in safe work practices and procedures to be followed while working with and around electrical as well as mechanical equipment.
  • Work with the Superintendent to procure and organize mechanical, electrical and instrumentation parts inventory to maintain adequate supplies, materials, and tools.
  • Requisition of additional material and supplies as required for inventory control or special projects.
  • Maintain power systems including emergency generator, transfer controls, switchgear, and various battery backup systems.
  • Demonstrate initiative and effective skills in troubleshooting, problem solving, and team building.

Knowledge:

  • Principles and practices of supervision

  • Principles and practices of water/wastewater collection system pump stations, maintenance and repair
  • Use and maintenance of equipment, vehicles, power tools, and hand tools utilized in repair and maintenance of pump stations and equipment
  • Principles of electrical and instrumentation operations
  • Safety regulations, standards and procedures in wastewater collection system repair and installation
  • Standard office equipment, computers, and hardware and software
  • Basic English language, both spoken and written
  • Mathematics and calculations used in construction and wastewater industry

Minimum Qualifications; Education, Training, and Experience:

Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

  • Completion of the twelfth grade, or its equivalent
  • Five years of experience in wastewater collections system maintenance and operation
  • Supervisory training and two years' experience in leadership

Licensing, Certification, and Registration:

Possession of the following certification is required upon hire and must be maintained for continued employment:

  • Collection System Maintenance Grade III Cert from California Water Environment Association (CWEA)

While not required, CWEA Mechanical Technologist Certificate is desirable.

The following is required within 12 months of hire and must be maintained for continued employment:

  • Valid California Commercial Motor Vehicle Class "A" Driver's License w/Airbrake & Tanker endorsements, plus satisfactory driving record
  • Excavation Training for Competent Person Certification
  • Confined Space Entry Certification

Benefits

VACATION

Full-time regular employees earn vacation with pay at the following bi-weekly rates for each complete year of CalPERS service:

For the first 3 years of service 10 days per year (80 hours)

3-10 years of service 15 days per year (120 hours)

10-15 years of service 20 days per year (160 hours)

15-20 years of service 22 days per year (176 hours)

For twenty (20) or more years of service 25 days per year (200 hours)

HOLIDAYS

Employees receive sixteen (16) paid holidays per year including four floating holidays.

SICK LEAVE

Employees accrue 12 days (96 hours) per year.

HEALTH INSURANCE

RVSD contracts with CalPERS health care which makes available a variety of medical plans. The maximum RVSD contribution equals 100% of the premium for Kaiser Bay Area for an employee plus two or more dependents. The employee shall pay any difference between the District's maximum contribution toward medical insurance, if applicable, and the actual premium of medical insurance selected by the employee. An employee may apply in writing to RVSD for waiver of required participation in the RVSD's medical insurance program and to receive a payment of $200 per pay period in-lieu of medical insurance coverage.

DENTAL INSURANCE

RVSD pays the cost of the Marin County Dental plan with Delta Dental Service for the employee and their eligible dependents.

GROUP LIFE INSURANCE, AD&D INSURANCE, LTD, STD INSURANCE

Life insurance coverage of up to $125,000, Accidental Death and Dismemberment Insurance (AD&D) of up to $125,000, and long term (LTD) and short term (STD) disability insurance coverage based on wages are all provided at District expense.

VISION CARE PLAN-VSP PLAN BENEFIT

This plan provides eligible full-time employees reimbursement of vision care expenses not covered by the health plan. It is provided by RVSD at no cost to the employee. Reimbursable expenses are up to $150 allowances for glasses and frames, $130 allowances for contacts, or other necessary vision care expenses covered by VSP benefit per calendar year.

457 DEFERRED COMPENSATION PLAN

RVSD matched employee contributions up to $100 per pay period to each employee enrolled in the District's Mission Square 457 Plan.

WELLNESS PROGRAM

RVSD reimburses up to five-hundred dollars ($500) per fiscal year for an employee's wellness-related expenditures.

RETIREMENT PLAN

RVSD is a member of the California Public Employees Retirement System (CalPERS). The program is mandatory for all full-time employees.

For new employees hired after January 1, 2013, the retirement formula is 2.0%@62. The current employee contribution rate is 6.75% of salary (subject to change). All provisions shall be as required by PEPRA.

For employees hired before January 1, 2013 the retirement formula is 2.7%@55. The employee contribution rate is 8%. Employees hired after January 1, 2013 who are already members of CalPERS and who have had less than a six-month break in service may be eligible for the 2.7%@55 formula. Actual CalPERS formula and eligibility requirements are contingent upon CalPERS regulations and conditions.

MEDICAL AFTER RETIREMENT

All eligible retirees shall be entitled to the required minimum employer contribution upon retirement, pursuant to the District's CalPERS PEMHCA resolution. Employees hired on or after September 18, 2019 shall participate in the Enhanced Retiree Medical Plan.

SOCIAL SECURITY

Deductions are made for Social Security each pay period in accordance with Federal law.

WORKERS' COMPENSATION

To provide temporary disability income to an employee in the event of an on-the-job illness or injury, employees are covered under the provisions of California Workers' Compensation.

EDUCATION REIMBURSEMENT

Management may authorize up to $2,000 annual allowance for an employee's education and training, which will not exceed a total of $7,500 during a ten-year period.

COMPUTER PURCHASE PROGRAM

RVSD offers optional a low-interest loan program to assist employees with their purchase of a personal computer

CERT PAY

Supervisors are eligible to receive certificate pay of up to 2.5 % of their base salary. Certification pay is provided for the following CWEA certifications.

Mechanical Technologist Grade 1 Cert - 2.5%

Mechanical Technologist Grade 2 Cert - 2.5%

Electrical & Instrumentation Technologist Grade 1 Cert - 2.5%

Electrical & Instrumentation Technologist Grade 2 Cert - 2.5%

BOOT ALLOWANCE

Represented employees are eligible to receive a $350 boot allowance per fiscal year.
