Position Overview:
The Benefits, Retirement and Billing Specialist works with the Senior Benefit Specialist and Director of Human Resources to coordinate the administration of the University health benefit and retirement programs. The individual will be responsible for advising and providing assistance for benefits. The Specialist will provide calculations and manage records for employee retirements and health and welfare benefits programs. The Benefit Specialist will administer benefit vendor payment and claims payment process/employee billings, leave programs, disability, workers compensation leave as well as manage complex benefits issues (phone, e-mail, and in-person). The Specialist reviews and provides recommendations for benefits, research and make appropriate correction to employee payroll deductions, and collaborate with vendors regarding billing matters The Specialist will be responsible for implementing, advising, supporting, auditing and training all employees and external partners on benefits and retirement policies, procedures, legal, IRS and regulatory changes. The Benefit Specialist must understand, adhere to and assist with University HIPAA compliance. The Specialist provides coordination with Employment Services with regard to medical leave of absence issues and ADA (Americans With Disabilities Act) issues.

Required Experience:
  • 1 year of employee benefits related experience
  • Demonstrated experience reviewing documents for accuracy, completeness and compliance
  • Compiling data and information for reports
  • Experience explaining Federal and State Law, policies and procedures to employees, supervisors and high level leadership in a group or individual setting
  • Experience managing HIPAA related information and maintaining confidentiality of sensitive materials
  • Experience analyzing information, researching a variety of sources to identify and resolve problems or issues and making recommendations for resolutions in a proactive and reactive atmosphere
  • Experience with employee benefits administration, retirement programs; HIPAA compliance and fringe benefits programs
  • Demonstrated ability to interpret, explain and apply benefit laws, rules and requirements
  • Demonstrated ability to analyze complex personnel/benefit problems and develop alternatives and recommendations


Required Education:
  • Bachelor's degree in related field (or 5 years of professional experience, involving areas of Human resources, employee benefits, retirement, billing, finance, insurance, or records administration)

  • Demonstrated ability to maintain accurate records
  • Demonstrated ability to communicate effectively in writing and verbally and to identify, analyze, and resolve work-related issues
  • Experience working with a self-funded health plan
  • Experience coordinating with the Idaho Department of Insurance, benefits Consultants and Third Party Administrators
  • Demonstrated ability to establish and maintain effective working relationships
  • Knowledge of higher education or state government personnel policies and procedures
  • Experience conducting training and/or making public presentations
  • Experience with Banner
